Dealing with a conflict of interest between connected people

We have a CIO charity led by two connected persons and have a salary from the CIO which he never declares it to the charity commission and never excuses himself from any meeting.
Recently when a members of public asks a question, he will call police and expel them. How can charity commission help on this issues?
