Advice on implementing a new pay structure & policy development (Anonymous post 🤫)

I have a serious grievance against the CEO and the chair of trustees of the small charity (20 employees) where I work. I have been advised to submit this to one of the trustees which I have duly done.
My problem is that I do not believe this can be investigated independently and objectively by a member of the trustee board.
I am not a member of a union and therefore cannot access support in this way.
What are my options?
