VAT reduction from 5% to 0% on electricity

We are really struggling with VAT submissions - so difficult to follow. Even our paid Accountant can't help.
In summary, it looks like we will now get a £200 fine this time for being late and also another £200 fine for every time we are late in the next 12 months. What to do?
