Should we add child safeguarding policies before we need them?

Morning!
We have had our application returned as we needed an adult safeguarding policy which we have now done. We are a survival and Bushcraft school supporting veterans and those struggling with mental health but in the future we may run classes for troubled teens and youths.
My question is - do we add a child safeguarding policy in now on application or when we do start to run the younger classes? And is it easy to add a change and policy after registration? Thanks so much 🙂
